DSCA Policy Memo 23-18, Transfer of Animals Under Title 10 Building Partnership Capacity Authorities has been posted.

Effective immediately, the Director, Defense Security Cooperation Agency, must review and approve all Title 10 BPC programs that transfer ownership of animals, such as military work dogs, to benefitting countries.
