Defense Security Cooperation Policy Memorandum 25-61, Assignment of Semi-Permanent Program Codes "LW" and "LZ" for Counter-Islamic State of Iraq and Syria Train and Equip Funding for Lebanon, to Track Funding Beginning in Fiscal Years 24/25 to Support the Building Partner Capacity Long Term Solution [SAMM E-Change 765]

Program codes "LW" and "LZ" are assigned to track funds under the authority Counter-Islamic State of Iraq and Syria (ISIS) Train and Equip Funding (CTEF) for Lebanon. "LZ" will not be utilized until Case Designators for "LW" are exhausted. Use of these program codes is in accordance with DSCA Policy Memo 24-36 and the Building Partner Capacity Long Term Solution. CTEF programs are currently being funded under Public Law (P.L.) 118-47, Further Consolidated Appropriations Act, 2024, Division A, which made available two-year Operations and Maintenance funding for CTEF and P.L. 119-4, Full-Year Continuing Appropriations and Extensions Act, 2025, which appropriated additional amounts for FY 2025 and FY 2026 at the rate specified in P.L. 118-47. The policy in the attachment is incorporated into the DSCA Security Assistance Management Manual (SAMM) at https://samm.dsca.mil.
Instructions for preparation of "LW" and "LZ" Letter of Offer and Acceptance (LOA) documents will be provided along with additional Building Partner Capacity Long Term Solution Guidance. Standard notes applicable to Building Partner Capacity (BPC) programs are found in the Appendix 6, LOA Notes Listing. Funding associated with "LW" and "LZ" LOAs will be expended, and cases will be reconciled and closed in accordance with DSCA Policy Memo 22-33, Building Partner Capacity Funds Return Guidance.
