Effective immediately, DSCA Policy Memorandum (PM) 24-87 "Title 10 Building Partner Capacity Long Term Solution Policy Implementation" is hereby rescinded. DSCA PM 24-36 incorporates guidance in DSCA PM 24-87 and provides updates to Chapter 15 and Chapter 5. The policy in the attachment is incorporated into the DSCA SAMM at https://samm.dsca.mil.

Since Fiscal Year (FY) 2020, DSCA and the Military Departments have been working toward a solution to fully decouple Title 10 (T10) Building Partner Capacity (BPC) appropriations from the Foreign Military Sales (FMS) Trust Fund. Decoupling remediates significant legal and audit concerns about the Security Cooperation community's ability to track, monitor, and execute appropriated funds by the period of availability.

T10 BPC funds appropriated in FY 2025, FY 2024 Women, Peace, and Security, FY 2024 Counter-Islamic State of Iraq and Levant/Counter-Islamic State of Iraq and Syria Train and Equip Fund, and all future year appropriations must be fully executed outside the FMS Trust Fund.

Execution will take place within an organization's established T10 accounting system and in accordance with standard T10 funds receipt, distribution, and execution processes. DSCA established new BPC processes within the Defense Security Assistance Management System (DSAMS) to facilitate execution of BPC funds in support of the provision of defense articles, services, and training to a benefitting partner.

DSAMS provides two methods for executing BPC funds - either through a BPC case or through a BPC training grant. A BPC case is generally to be used for the provision of materiel, and will list all defense articles, services, and small-scale construction. It may also contain training specifically related to the use of U.S. defense articles or services. A BPC training grant will only include training managed and executed by the appropriate training field activity.

This policy establishes two versions of SAMM Chapter 15. Chapter 15 provides guidance for T10 FY 2025 BPC appropriations, FY 2024 Women, Peace, and Security, and FY 2024 Counter-Islamic State of Iraq and Levant/Counter-Islamic State of Iraq and Syria Train and Equip Fund, and all future year appropriations. Chapter 15-Legacy provides guidance on all other T10 BPC programs and Title 22 BPC programs. Chapter 15-Legacy can be found under the SAMM Chapter listing and will be a subset of Chapter 15.

The case closure process for cases decoupled from the FMS Trust Fund will be forthcoming in a separate policy memo.
