This memorandum establishes a new CLOSHOLD milestone within the Defense Security Assistance Management System (DSAMS) to prevent the creation of new amendments, modifications, and/or revisions to cases that have been moved to final closure or are in the process of final reconciliation for closure. The creation and use of this milestone is effective immediately and intended to align with the prioritization of Foreign Military Sales (FMS) case closure activities outlined in reference (a).
The Defense Security Cooperation Agency (DSCA) Office of Business Operations, Financial Policy & Regional Execution Directorate will apply the CLOSHOLD milestone to FMS cases that are Supply/Services Complete (SSC) to ensure no additional changes are made to the case in DSAMS. The creation of this milestone is intended to improve the case closure process and ensure cases are closed efficiently. The milestone also enables DSCA to better capture case closure metrics and ensure alignment with policy regarding FMS case reconciliation and closure.

C16.2.12.2. Supply/Services Complete Status Application. Once the conditions for SSC are reached, lines and/or cases shall be coded by the IA with this status and the actual date of SSC within five (5) business days in Socium and the appropriate security cooperation (SC) information management systems. This coding shall not be delayed under any circumstance. The management of blanket order case/line items is generally conducted based on their value. Therefore, the application of SSC status on blanket order cases and/or lines may be accomplished based on the amount of unused value, when appropriate, rather than the absence of open orders, in addition to the purchaser's concurrence that no further activity will occur. The reconciliation condition of data (other than that which is preventing item delivery or actual completion of services), the allocation of resources (funding and/or manpower), or the distribution/transfer of workload has no application in determining when supply/services completion occurs. To the extent possible, the SSC status of lines and sublines should be coded in the Defense Security Assistance Management System (DSAMS) as either completed (CMPLTD) or shipped (SHPD).

The request, including a detailed justification for the amendment or modification, must be submitted to DSCA. The DSCA CFD will review the request and, upon approval, will temporarily remove the milestone to allow for the required case action, after which time the milestone will be reapplied to continue the closure process.
