Assignment of Program Code "P8" to track Fiscal Year (FY) Funds Provided for Peacekeeping Operations (PKO), Overseas Contingency Operations (OCO), Defense Security Cooperation Agency (DSCA) Policy 17-16 [SAMM E-Change 352]

Effective immediately, Program Code "P8" is assigned to track and execute FY 2017 funds provided for PKO/OCO. Division B, Security Assistance Appropriations Act, 2017 (P.L. 114-254) as amended by Division J, Consolidated Appropriations Act, 2017 (P.L. 115-31), makes funds available for obligation until September 30, 2018. The 632(b) Memorandum of Agreement (MOA), S-1234514Y0003-17007, between Department of State and the Defense Security Cooperation Agency, effective May 1, 2017, constitutes an obligation of funds. Funds are available for re-obligation and expenditure by field activities until September 30, 2022. Funds availability may be extended by a subsequent amendment to the MOA until no later than September 30, 2027.

Instructions for preparation of P8 LOA documents are found in the SAMM, Table C15.3. Standard notes applicable to BPC programs are found in the SAMM, Appendix 6, LOA Notes Listing. Funding associated with P8 LOAs will be fully expended and P8 cases will be reconciled and closed as soon as possible, but no later than two months before the funds cancellation date.
