DSCA Policy 16-45 (reference a) is rescinded. DSCA hereby authorizes each Geographic Combatant Command (GCC) approval authority for Embassy Leased Housing (ELH) requests within their area of operation for Foreign Military Sales (FMS) Administrative Surcharge Account and Foreign Military Financing (FMF) Administrative-funded personnel assigned to SCOs.
DSCA recognizes the logistical challenges that overseas assignments have on our members and their families, and encourages the use of ELH to mitigate some of those challenges. ELH is an appropriate expense that benefits the SCO, assigned personnel, and-as a result-our partner nations. Each Post, however, operates within a unique environment that may impact the financial prudency of using the ELH program. In those instances where using ELH would cause a financial strain on resources that exceeds the benefits, the GCC is encouraged to continue using an overseas housing allowance (OHA).
To manage upfront costs associated with this change in policy, I am directing a phased implementation plan. Therefore, members who are currently on OHA and have procured individual leases are not authorized to transition into ELH. Once the GCC approves the ELH request for a given position, only inbound and future members are authorized to enter into the ELH pool.
During the implementation phase DSCA expects the GCCs to resource new ELH requirements within their existing funding levels. If that approach is not feasible, DSCA will adjudicate GCC-approved unfunded requirement requests.
