Updated Guidance for Department of Defense (DoD) Humanitarian Assistance Activities Funded with the Overseas Humanitarian, Disaster, and Civic Aid Appropriation (OHDACA), DSCA Policy 19-19, [SAMM E-Change 429]

Effective immediately, the Security Assistance Management Manual (SAMM), Chapter 12, is replaced in its entirety to comply with recent statutory changes and to standardize implementation of Overseas Humanitarian, Disaster, and Civic Aid (OHDACA)-funded programs and activities across the Geographic Combatant Commands (CCMDs) and other DoD organizations. The new version of the SAMM Chapter 12 applies to all DoD organizations managing or participating in OHDACA-funded humanitarian assistance (HA) and humanitarian mine action (HMA) activities, pursuant to 10 U.S.C. Sections 402, 404, 407, 2557, and 2561.

Significant changes include: Assessment, Monitoring, and Evaluation (AM&E) of OHDACA-funded programs and activities; Security Cooperation Organization (SCO) responsibilities for OHDACA-funded programs; project approval, project execution, and humanitarian assistance transportation program (HATP) process flow charts; program and project funds management guidance; compliance with DoD policy on tax exoneration; HA construction memoranda of understanding (MOU); excess property (EP) catalog and donation procedures; expanded guidance for development of HMA country plans; guidance for execution of HMA physical security and stockpile management (PSSM) assistance; and description of authorized OHDACA expenses.
