Assignment of Program Code "DU" to track Fiscal Year (FY) 2021 Operation and Maintenance (O&M) Funding, Program Code "DV" to track Fiscal Year (FY) 2021/2022 Operations and Maintenance (O&M) Funding, and Program Code "DW" to track Fiscal Year (FY) 2021/2022 Overseas Contingency Operations (OCO) Funding Provided for 10 U.S.C. ยง 333, Foreign Security Forces: Authority to Build Capacity ("Section 333"), DSCA Policy 20-68 [SAMM E-Change 504]
Effective immediately, program code "DU" is assigned to track FY 2021 O&M funds, program code "DV" is assigned to track FY 2021/2022 O&M funds, and program code "DW" is assigned to track FY 2021/2022 OCO funds provided for executing Section 333 programs. Funds were provided under Division D of the Further Consolidated Appropriations Act, 2020 (Public Law (P.L.) 116-159). Funds from this Continuing Resolution (CR) are available for obligation until December 11, 2020.
Because these three program codes were created while the United States Government is operating under a CR, this policy memo will not be rescinded if there is a new CR or a full appropriation. The program code entries in C15.T2 will be updated in the e-SAMM to reflect the appropriation authority information if there is another CR or a full appropriation. The Strategic Planning and Integration division will notify the DSCA Case Writing Division (CWD) of any updates to "DU", "DV" and "DW" entries in C15.T2 so CWD may update the applicable case notes.
Instructions for preparation of "DU", "DV", and "DW" LOA documents are found in the SAMM, Table C15.T5. Standard notes applicable to BPC programs are found in the SAMM, Appendix 6, LOA Notes Listing. Funding associated with "DU", "DV", and "DW" LOAs will be fully expended and cases will be reconciled and closed two months before the funds cancellation date.
