Cancellation and Reassignment of Program Code "DU" to track Fiscal Year (FY) 2021/2022 Operation and Maintenance (O&M) Funding Provided for 10 U.S.C. § 332, Foreign Security Forces: Authority to Build Capacity ("Section 332"); Assignment of Program Code "AB" to Track FY 2021/2022 Overseas Contingency Operations (OCO) Funding Provided for Section 332, DSCA Policy 21-31 [SAMM E-Change 497]

Effective immediately, program code "DU", originally assigned to track FY 2021 O&M funds used to support Building Partnership Capacity (BPC) programs executed under 10 U.S.C. § 333 (see Reference (a)), is hereby cancelled. DSCA did not receive one-year O&M funding as originally anticipated. Therefore, program code "DU" is hereby reassigned to track FY 2021/2022 O&M funds executed pursuant to 10 U.S.C. § 332, Friendly Foreign Countries; International and Regional Organizations: Defense Institution Capacity Building ("Section 332). Program code "AB" is hereby assigned to track FY 2021/2022 OCO funds executed in support of Section 332 programs. Funding for Section 332 programs is provided under Division C of the Consolidated Appropriations Act, 2021 (P.L. 116-260) and is available for obligation until September 30, 2022.
Instructions for preparation of "DU" and "AB" LOA documents are found in the SAMM, Table C15.T5. Standard notes applicable to BPC programs are found in the SAMM, Appendix 6, LOA Notes Listing. Funding associated with "DU" and "AB" LOAs will be fully expended and cases will be reconciled and closed two months before the funds cancellation date.
