Mandatory Enhanced End-Use Monitoring (EEUM) physical security and accountability note for Large Aircraft Infrared Countermeasures (LAIRCM) System, or any combination of LAIRCM Small Laser Transmitter Assembly (SLTA), Guardian Laser Transmitter Assembly (GLTA), LAIRCM System Processor (LSP), LAIRCM System Processor Replacement (LSPR), or the LAIRCM classified User Data Module (USD) card. DSCA Policy 21-40 [SAMM E-Change 528]

Effective immediately, this memorandum incorporates E-Change 528 into the Security Assistance Management Manual (SAMM) by adding the LAIRCM system and other related defense articles to the list of those identified for Enhanced End-Use Monitoring in Appendix 6 of the SAMM. This change will require Letters of Offer and Acceptance (LOAs) for the LAIRCM system to include the standard EEUM note. LAIRCM and related defense articles identified as Enhanced-EUM Monitoring have already been added to the SAMM Table C8.T4.

LAIRCM AND IDENTIFIED COMPONENT SECURITY AND ACCOUNTABILITY NOTE.

  1. The Purchaser agrees to implement the Large Aircraft Infrared Countermeasures (LAIRCM) system, AN/AAQ-24(V), security requirements as contained in this Security Note and the subsequent LAIRCM Security Plan. The Air Force Life Cycle Management Center (AFLCMC), Agile Combat Support Directorate (ACS), Electronic Warfare and Avionics (EW&A), LAIRCM Program Office (AFLCMC/WNY), in coordination with the Purchaser will work together jointly to coordinate, document and approve the LAIRCM Security Plan. Measures taken by the Purchaser to meet these requirements must be the same or equivalent to United States Air Force (USAF) standards. Equivalence is determined by assessing the threat, security presence, detection capabilities, entry control measures, and response capabilities of the Purchaser.

  2. Aircraft Security: The requirement and intent of the following procedures are to prevent unauthorized access to LAIRCM equipment. While on the ground, the Purchaser will restrict physical access to LAIRCM equipment to authorized personnel. Only authorized personnel with an appropriate security clearance and a need-to-know will perform operations or maintenance functions on or near LAIRCM equipment and components. Passengers traveling on LAIRCM equipped aircraft without appropriate clearance or a need-to-know will be properly escorted at all times to prevent unauthorized access to LAIRCM equipment, components, and classified material aboard the aircraft.

  3. Flight Line Security:

    1. The Purchaser will establish a permanent restricted area around the aircraft's normal parking location at its home station. The restricted area will be appropriate to prevent unauthorized access to LAIRCM equipment and components.

    2. The restricted area will be kept as small as possible to support the security of base aircraft and should be at least 250 ft. (76.2 meters) from the base perimeter or property line. Access to the restricted area will be through a minimum number of entry control points as defined in the LAIRCM Security Plan.

    3. The Purchaser will provide positive entry control and surveillance of the restricted area when LAIRCM equipped aircraft are present.

    4. If the home station facility does not provide 24/7 armed flight line security, the Purchaser will provide at least one armed guard for immediate response/surveillance of the aircraft and a minimum of an external two (2) person response element available to respond within five (5) minutes to the aircraft location.

    5. If a LAIRCM equipped aircraft lands at a location without security comparable to home station, a temporary restricted area will be established immediately after the aircraft is secured at its parking location. In the case of Head of State aircraft, establishment of the temporary restricted area may be delayed until after the Head of State has departed the flight line. The temporary restricted area should prevent unauthorized access to LAIRCM equipment.

  4. Pre-Delivery Planning: Prior to the first delivery of LAIRCM hardware, representatives from the LAIRCM Program Office (WNY), Agile Combat Support (ACS) Security Specialists (WN) and the Purchasing country will meet to develop a mutually approved LAIRCM Security Plan.

    1. Prior to this meeting, the LAIRCM Program Office will coordinate with the Purchaser and provide a security questionnaire for the Purchaser to complete and return. The questionnaire is used by the ACS Chief of Security's staff along with the LAIRCM Program Office to determine if the Purchaser has met the intent of the LAIRCM system security requirements contained in this security note prior to conducting an in-country site survey.

    2. Deficiencies identified during the site certification visit must be corrected or mitigated prior to issuance of the site certification and any LAIRCM deliveries. Any situation that cannot be corrected on the spot or mitigated will require corrective action and one or more additional site certification visits to confirm compliance prior to hardware deliveries.

    3. Delivery of the LAIRCM System Processor Replacement (LSPR) to U.S. contractors for integration onto Purchaser platforms is not required to be tracked via the Modernized Authorization & Special Provisions System (MAAPS) when the LSPR has been DD Form 250'd to the Purchaser. In this situation, the U.S. Government (USG) is responsible for tracking the LSPR to its destination.

  5. System Repair: All LAIRCM Group B components requiring repair will be repaired only at a USG-approved repair facility. Only military, civilian or contractor employees of the Purchaser specifically approved for access to LAIRCM equipment will accomplish operational level maintenance. No one outside of the Purchaser's government, the USG, or the original equipment manufacturer (OEM) will be allowed to accomplish maintenance functions unless approved in writing by the LAIRCM Program Office.

  6. Hardware Storage:

    1. The LAIRCM system is unclassified until the classified SECRET User Data Module (UDM) is inserted into the Control Indicator Unit (CIU)/Control Indicator Unit Replacement (CIUR) or mission system software. The system will revert to an unclassified level once the UDM is removed from the system. The classified UDM software, dependent on Purchaser configuration, is distributed on either Personal Computer Memory Card International Association (PCMCIA) cards, High Capacity Cards (HCC), Computer Disc-Read Only Memory (CD-ROM), or via electronic transmission and remains classified SECRET once removed from the system.

    2. The UDM must be appropriately secured when not installed. The classified UDM cards must be stored within a General Services Administration (GSA) approved security container, vault, or other approved secured area when not in use or aboard the aircraft. The classified vault will require an intrusion detection system that is alarmed when custodian personnel are not present.

    3. When not installed on the aircraft the LAIRCM System and sub-components including flyaway kits shall be stored in a controlled/restricted area consisting of a steel cage area allowing for segregation of the LAIRCM Components from other items within the building.

    4. When LAIRCM equipped aircraft are scheduled for periodic maintenance or depot level maintenance outside of normal Purchaser controlled restricted areas, a subset of the LAIRCM Group B hardware will be removed and stored in a 24/7 secure facility. Group B hardware impacted by this requirement is defined as any of the following components depending on the Purchaser's configuration: LAIRCM System Processor (LSP); LAIRCM System Processor Replacement (LSPR); Small Laser Transmitter Assembly (SLTA); Guardian Laser Transmitter Assembly (GLTA); and Infrared Missile Warning Sensors (IRMWS).

    5. In accordance with USG policy, some LAIRCM system Line Replaceable Units (LRU) may have in-country sparing restrictions and the number of in-country spares under Partner control will be adjusted. Any spare LRUs above this level must be maintained under U.S. only control in a U.S. controlled facility. Storage facilities may reside outside of the U.S. as long as they meet the requirements in this paragraph.

  7. Enhanced End-Use Monitoring (EEUM) and Accountability Records:

    1. LAIRCM hardware identified within the LOA line description/condition as requiring EEUM will be 100% inventoried on an annual basis.

    2. The Purchaser will use procedures to provide continuous accounting of receipt, transfer, storage, shipment, and/or destruction/demilitarization of LAIRCM hardware. Inventory and accountability documentation maintained by the Purchaser shall be retained throughout the period of ownership and will be made available for review upon USG request.

    3. The Purchaser will maintain strict accountability records on all classified information provided by the USG related to LAIRCM. These records will also include documentary evidence of any LAIRCM hardware that is lost or destroyed. Such records shall, to the extent possible, be centralized.

  8. LAIRCM System Maintenance and Upgrade: Select LAIRCM components will be returned to the USG or U.S. contractor, as directed by the LAIRCM Program Office. For maintenance and operational upgrades, return will be on a rotational basis.

  9. System Hardware Transportation: Transportation modes used for movement of the LAIRCM system or subcomponents that deviates from the LAIRCM Security Plan must be coordinated and approved by the LAIRCM Program Office. Movement of the classified UDM smartcards/software requires additional safeguarding while in transit. Continuous accountability and protective custody of the UDM from the source of supply to the Purchaser's consignee is required.

  10. Mandatory Reporting: The Purchaser will immediately report to the U.S. Embassy's Security Assistance Organization, or equivalent, any unauthorized destruction, loss, theft, or unauthorized access to LAIRCM hardware, technology or software as well as any allegation, reports, or evidence of unauthorized attempts to collect information on the LAIRCM system will be reported. This requirement relates equally to Purchaser personnel who do not have an appropriate security clearance and need to know, as well as, personnel who are not citizens of the purchasing country. At a minimum, the report must include all available information relevant to the unauthorized access and unauthorized attempt to collect information. Include the location of the loss, cause of the loss, recovery efforts underway and assistance requested. The USG will determine whether or not to participate in recovery operations.

  11. System Decommission: At system decommission, the Purchaser shall obtain USG disposition instructions. The U.S. Department of State and LAIRCM Program Office (AFLCMC/WNY) must be contacted prior to any demilitarization/disposal effort. Witnessing by a USG representative is required during demilitarization/disposal efforts and shall not be carried out solely by the Purchaser.
