Defense Security Cooperation Agency Policy Memorandum 22-90, Assignment of Program Code "DY" to track Fiscal Year 2023/2024 Two-Year Operations and Maintenance Funding provided for 10 U.S.C. § 332, Friendly Foreign Countries; International and Regional Organizations: Defense Institution Capacity Building [SAMM E-Change 612]
Program code "DY" is assigned to track the Fiscal Year (FY) 2023/2024 funds executed under the authority of 10 U.S.C. § 332 (Section 332) ("Friendly Foreign Countries; International and Regional Organizations: Defense Institution Capacity Building"). Funds were provided under the Continuing Appropriations Act, 2023 (Division A of the Continuing Appropriations and Ukraine Supplemental Appropriations Act for FY 2023 (P.L. 117-180)). The policy in the attachment is incorporated into the DSCA Security Assistance Management Manual (SAMM) at https://samm.dsca.mil.
Because this program code was created while the United States Government is operating under a Continuing Resolution (CR), this policy memo will not be rescinded if there is a new CR or full appropriation. The "DY" program code entry in SAMM Table C15.T2. will be updated to reflect the current appropriation authority information and the program authority when the FY 2023 National Defense Authorization Act is enacted. DSCA (Office of Strategy, Plans, and Policy, Execution Policy and Analysis Directorate (SPP/EPA)) will notify the DSCA (Office of International Operations, Global Execution Directorate, Case Writing and Development Division (IOPS/GEX/CWD) of any updates to the "DY" entry in SAMM Table C15.T2. so IOPS/GEX/CWD may update the applicable case notes.
Instructions for preparation of "DY" Letter of Offer and Acceptance (LOA) documents are found in the SAMM Table C15.T5. Standard notes applicable to BPC programs are found in the SAMM, Appendix 6, LOA Notes Listing. Funding associated with "DY" LOAs will be fully expended and cases will be reconciled and closed no later than two months before the funds cancellation date. See SAMM Section C15.6. for complete closure guidance.
