Defense Security Cooperation Policy Memorandum 24-91, Updates to Semi-Permanent Program Codes to add Fiscal Year 2025 Continuing Appropriations and Extensions Act [SAMM E-Change 733]

Semi-permanent program codes have been established for the following programs: "Section 333 - Foreign Security Forces: Authority to Build Capacity," the "Ukraine Security Assistance Initiative (USAI)," "Indo-Pacific Maritime Security Initiative (MSI)," "Section 332 - Defense Institution Capacity Building," "Counter-ISIL/Counter-ISIS Train and Equip Fund (CTEF)," and "Section 1208 - Women, Peace, and Security." Fiscal Year 2025 Continuing Appropriations and Extensions Act information is being added to Table AP8.T2. The policy in the attachment is incorporated into the DSCA Security Assistance Management Manual (SAMM) at https://samm.dsca.mil.

The information for the program codes has been created while the United States Government is operating under a Continuing Resolution (CR), this policy memo will not be rescinded if there is a new CR or full appropriation. The program code entries in Table AP8.T2. will be updated to reflect the current appropriation authority information as necessary for a new CR or full appropriation. DSCA (Office of Strategy, Plans, and Policy, Execution Policy and Analysis Directorate (SPP/EPA)) will notify the DSCA (Office of International Operations, Global Execution Directorate, Case Writing and Development Division (IOPS/GEX/CWD)) of any updates to the program code entries in Table AP8.T2. so DSCA (IOPS/GEX/CWD) may update the applicable case notes.

Instructions for preparation of semi-permanent program code documents are in Defense Security Cooperation Agency Policy Memorandum 24-87, "Title 10 Building Partner Capacity Long Term Solution Policy Implementation." Standard notes applicable to Building Partner Capacity (BPC) programs are found in Appendix 6, LOA Notes Listing. Funding associated with semi-permanent program code Letters of Offer and Acceptance will be fully expended and cases will be reconciled and closed no later than two months before the funds' cancellation date. See Section C15.7. for complete closure guidance.
