This memorandum updates the SAMM with clerical and administrative changes. This memorandum does not contain contextual policy changes. DSCA will issue contextual changes to the SAMM under a separate policy memo/SAMM E-change.
Effective immediately, this memorandum incorporates E-Change 528 into the Security Assistance Management Manual (SAMM) by adding the LAIRCM system and other related defense articles to the list of those identified for Enhanced End-Use Monitoring in Appendix 6 of the SAMM. This change will require Letters of Offer and Acceptance (LOAs) for the LAIRCM system to include the standard EEUM note.
