This memo serves as notification of updates to the Security Assistance Management Manual (SAMM) to overhaul processes for defense articles requiring Enhanced End Use Monitoring (EEUM). These updated processes are in response to the recommendations outlined in the final report from a Department of Defense Inspector General (DoDIG) audit and include: 1) a recurring review process, 2) an update to the existing process for designating defense articles as "enhanced," and 3) a process flow for defense articles no longer requiring EEUM.

EEUM Designation Process Flow

    • Ensure that DSAMS has a complete and current listing of MASLs for all items that are EEUM on an annual basis.

    • Update the DSAMS listing of MASLs for EEUM items as they are designated for addition or removal.

    • Remove both entries.

    • Note: New DSCA Policy 21-43 (MASL Process) supersedes this statement.

    • In coordination with the DSCA (IOPS/GEX/AMD), identify and provide DSCA a recommended listing and decision memos of sensitive technologies and defense articles to be considered for EEUM. Provide DSCA (IOPS/GEX/AMD) with supporting information for the basis for EEUM in accordance with SAMM Figure C8.F1.

    • Provide DSCA (DSA-AMP & WPNs) a copy of the decision memo when Enhanced case unique articles are designated as EEUM by higher policy guidance and directives.

    • In coordination with DSCA (IOPS/GEX/AMD) & DSCA (IOPS/WPNs), identify and provide a recommended listing and release decisions of sensitive technologies and defense articles to be considered for EEUM in accordance with Figure C8.F1.

    • Annually review defense articles designated for EEUM to ensure the requirement for enhanced physical security and accountability is still relevant. Follow the process flow in Figure C8.F4. to recommend removal of any defense articles deemed to no longer require EEUM.

    • Figure C8.F1. depicts the decision process used to determine whether an item or an individual transfer will be identified and designated for EEUM.

    • The DSCA CAV team lead submits to the Principal Director, (IOPS) (through the Division Chief), the final CAV report, (using the format in Figure C8.F4.), providing overall assessment results of "Satisfactory", "Needs Improvement", or "Unsatisfactory" for the partner nation and the SCO Country Team.

    • The DSCA CAV team lead submits to the Director DSCA or Assistant Director (IOPS) for final CAV report approval, providing overall assessment results of "Satisfactory", "Needs Improvement", or "Unsatisfactory" for the partner nation and the SCO Country Team
