Assign Program Code "E8" to Track Fiscal Year (FY) 2012 Coalition Readiness Support Program (CRSP) Funds, DSCA Policy 12-11, [E-Change 198]

Effective immediately, CRSP funds authorized under the FY2012 National Defense Authorization Act, P.L. 112-81, and appropriated under the FY2012 Department of Defense National Appropriations Act, P.L. 112-74, will be tracked with Code "E8."

CRSP is a DoD designated program name, and a subset of the Coalition Support Funds (CSF) program. It is not specifically named in the authorization or appropriations act, but its authority is based on specially designated DoD-wide Operations and Maintenance (O&M) funds. P.L. 112-81 provides that funds may be used for the purpose of providing specialized training and procuring supplies and specialized equipment and providing such supplies and loaning such equipment on a non-reimbursable basis to coalition forces supporting United States military operations in Afghanistan; and various congressional notifications apply. CRSP funds are available until September 30, 2013, and will cancel on September 30, 2018. This restricted availability is a change from previous years.

Instructions and Notes for Preparing FY12 CRSP (E8) LOAs

Any sole source purchases must be justified and approved in accordance with statutory authority using procedures applicable to United States Government appropriated-fund purchases. Contracts may not rely on Title 10 United States Code (U.S.C.) Section 2304 (c) (4), implemented by the Federal Acquisition Regulation (FAR) 6.302-4, International Agreement (directed source), as authority to award using other than full and open competition.

1.

Case Identifier. Enter the unique case identifier assigned by DSCA (Strategy).

2.

Purchaser's Reference. Enter "funds provided and the Memorandum of Request from [enter Program Originator] to the Defense Security Cooperation Agency, [insert date of request and tracking number]."

3.

Nickname Field. Enter the Benefitting Country, followed by "CRSP, P.L. 112-81." E.g. "Bandaria, CRSP, P.L. 112-81."

4.

Offer Expiration Date (OED). The recommended OED to meet USG-driven requirements is 30 days unless the DSCA CPD has granted a longer period.

5.

Authority Field. Select "CRSPFY12." The program Authority will be printed on the LOA following the Terms of Sale.

6.

Authority Fiscal Year. Select "FY 2012." This field only appears in DSAMS.

7.

S1 Description Field. Enter the Benefitting Country's country code followed by a dash, and then a short description of the articles and services being provided. This field is limited to 45 characters.

8.

Purchaser Mailing Address. Select "Department of Defense."

9.

Benefitting Country. Select the Benefitting Country for each line, as applicable.

10.

Description/Condition Field. Any MDE items will be listed separately on the LOA and not combined on a line with non-MDE equipment. Lines should be listed in order from most to least substantial. After the major items, the remaining lines should be listed in order by Generic Code at the IA's discretion.

11.

Offer Release Code (ORC). Enter "X."

12.

Delivery Term Code (DTC). Enter DTC 7 to indicate that DoD will provide trans-oceanic and in-country travel to the final destination. Enter DTC 9 if follow-on transportation from the port of debarkation has been arranged via another means.

13.

Freight Forwarder Code. Enter "X" if the item will be shipped to MAPAD address. Enter "W" if an in-the-clear text address is provided or the case includes only services.

  1. "The funds financing this LOA are provided in support of authority to provide specialized training and procure supplies and specialized equipment; provide such supplies and loan such equipment on a non-reimbursable basis to coalition forces supporting U.S. military operations in Afghanistan. The funds are subject to all the requirements and restrictions specified under P.L. 112-81 and P.L. 112-74.
  2. The funds carry the same time, purpose, and availability restrictions associated with fund source 97 12/13 0100.
  3. Funds not obligated within the period of availability ending on September 30, 2013, will be rendered unavailable for new obligations unless a subsequent authority extends the period of availability. Funds will cancel at midnight on September 30, 2018.
  4. The total funds available for expenditure against this LOA are limited to the Total Estimated Cost of this LOA."

"The U.S. Government will retain custody of the defense articles to be transferred under this LOA until delivery to/receipt by the Benefitting Country. A designated U.S. Government representative must confirm and document delivery/receipt of the program materiel to an authorized Benefitting Country representative, who shall acknowledge in writing that the articles received are being loaned on a non-reimbursable basis subject to the terms of the Section 505 Agreement, unilateral Diplomatic Note, or other applicable agreement regarding the furnishing of defense articles and services to the Benefitting Country. The U.S. Government representative shall keep documentation showing when, where, and to whom delivery was made and will provide a copy of this documentation to the Defense Security Cooperation Agency and the Implementing Agency."
