Assignment of Program Code "J1" to track Fiscal Year (FY) 2014 Funds Provided for the Section 1206 Global Train and Equip Programs, DSCA Policy 13-55 [SAMM E-Change 235]

Effective immediately, Program Code "J1" is assigned to track FY14 funds provided for Section 1206 programs. The National Defense Authorizations Act for Fiscal Year 2013 (Public Law 112-239), Section 1201(c) (1) amended subsection (g) of Section 1206 of the NDAA for Fiscal Year 2006 to extend the authority through September 30, 2014. Management and execution of FY14 Section 1206 (J1) programs will comply with guidance provided in the Security Assistance Management Manual (SAMM), Chapter 15.

The SAMM Table C4.T2, Country and International Organization Codes and FMS Eligibility, is updated as follows:

Appropriations available for J1 Letters of Offer and Acceptance (LOAs) are recorded in the SAMM, Table C15.T2., Appropriation Authority column, and will be cited on each J1 LOA in the Funds Expiration, Purpose, Availability, and Amount note. FY14 funds expire for new obligations in compliance with the terms of the appropriation authority. For example, funds provided under the Division A of Public Law 113-46 is the Continuing Appropriations Act 2014 for FY14 Section 1206 programs, and funds availability for new obligations expires January 15, 2014.

Instructions for preparation of J1 LOA documents are found in the SAMM, Table C15.T5. Standard notes applicable to BPC programs are found in the SAMM, Appendix 6, LOA Notes Listing. Government and contract services under a Section 1206 Program are provided with "cross fiscal year authority" as described in the SAMM, Chapter 15, C15.3.4.3. Funding associated with J1 LOAs will be fully expended, and J1 cases will be reconciled and closed two months before fund cancellation date.
