Assignment of Program Code "J9" to track Fiscal Year (FY) 2015 Section 2282 Build the Capacity of Foreign Security Forces Program, DSCA Policy 15-03 [SAMM E-Change 266]

Effective immediately, Program Code "J9" is assigned to track FY15 Operation and Maintenance funds provided to conduct or support a program or programs under Section 2282 of title 10, United States Code. Division C of the Consolidated and Further Continuing Appropriations Act, 2015, provides funding for this authority through September 30, 2015. Management and execution of FY15 (J9) programs will comply with guidance provided in the Security Assistance Management Manual (SAMM), Chapter 15.

Instructions for preparation of J9 LOA documents are found in the SAMM, Table C15.T5. Standard notes applicable to BPC programs are found in the SAMM, Appendix 6, LOA Notes Listing. Funding associated with J9 LOAs will be fully expended, and J9 cases will be reconciled and closed two months before the funds cancellation date.
