Definition of Delivery Term Codes 7 and 9 for Security Assistance and Security Cooperation Cases, DSCA Policy Memo 11-26

This memorandum clarifies the definitions for Delivery Term Codes (DTCs) 7 and 9. The DTC defines Department of Defense (DoD) transportation responsibility and is used to calculate the appropriate transportation charge assessed to that LOA line. Although there are a number of different DTCs, this memorandum regards DTCs 7 and 9 only.

The DTC 7 and 9 definitions follow:

  • DTC 7 is used when DoD will arrange delivery through the Defense Transportation System (DTS) to a delivery address designated by the Purchaser in the FMS/Pseudo case. The shipment can originate from a U.S. or overseas source and may be made either by using Department of Defense (DoD) assets or DoD contracted commercial carriers. The shipment will be delivered to a specified location in the Purchaser country. Upon arrival at the specified location in country, the Purchaser may be responsible for the reception and staging of the shipment and is responsible for onward movement.
  • DTC 9 is used when DoD will arrange delivery through the DTS to the overseas air or ocean port of debarkation (POD) closest to the Purchaser's country. The POD may or may not be in the Purchaser's country. The shipment can originate from a U.S. or overseas source and may be made either by using DoD assets or DoD contracted commercial carriers. The Purchaser is responsible for all handling and onward movement of the materiel from the POD, either the dock alongside the ship or from the air terminal.

DTC planning is a critical part of LOA development. A transportation plan should be developed collaboratively between the Purchaser and the Security Cooperation Office. Review of the customer preferences and regional stability need to be examined to determine the proper DTC to be applied on each LOA line. A DTC used previously for the Purchaser might not fulfill the current requirements. Coordination with the responsible Implementing Agency (IA) and DSCA is critical to ensure defense articles are delivered to the expected POD. If the requirement is to move the materiel on the FMS or Pseudo case (or case line) all the way to the purchaser country, then DTC 7 is the most appropriate option.
