Assignment of Program Code "U4" to track Fiscal Year (FY) 2015 Funds Provided for Counterterrorism Partnerships Fund (CTPF) executed pursuant to Section 2282 in FY 2016, DSCA Policy 15-55 [SAMM E-Change 290]
Effective immediately, Program Code "U4" is assigned to track FY 2015 CTPF funds provided by Division C of the Consolidated and Further Continuing Appropriations Act, 2015 and to be executed under the authority of 10 U.S.C. Section 2282. These funds are available for obligation until September 30, 2016. By electing to execute the CTPF funds pursuant to Section 2282, the funds take on the characteristics of the Section 2282 program authority and thus, are only available to be obligated for one year. Management and execution of FY 2015 CTPF funds executed under FY 2016 (U4) programs will comply with guidance provided in the Security Assistance Management Manual (SAMM), Chapter 15.

The appropriation available for U4 Letters of Offer and Acceptance (LOAs) is recorded in the SAMM, Table C15.T2., Appropriation Authority column, and shall be cited on each U4 LOA in the Funds Expiration, Purpose, Availability, and Amount note.

Instructions for preparation of U4 LOA documents are found in the SAMM, Table C15.3. Standard notes applicable to BPC programs are found in the SAMM, Appendix 6, LOA Notes Listing. Funding associated with U4 LOAs will be fully expended and U4 cases will be reconciled and closed as soon as possible, but no later than two months before the funds cancellation date.
