Security Assistance Management Manual (SAMM), Administrative Changes, Defense Security Cooperation Agency (DSCA) Policy 18-30, [SAMM E-Change 387]

This memorandum updates the SAMM with clerical and administrative changes. This memorandum does not contain contextual policy changes. DSCA will issue contextual changes to the SAMM under a separate policy memo/SAMM E-change. These administrative changes will be included in the online version of the SAMM at http://www.samm.dsca.mil.

  2. Add paragraph C3.7.6., and subsections to Chapter 3 - Technology Transfer and Disclosure. This change is to emphasize that the Director of the NSA is the SIGINT Functional Manager who is responsible for all SIGINT activities for the Director of National Intelligence (DNI) across the USG

    C3.7.6. SIGINT LOAs.

    C3.7.6.1. SIGINT involves collecting foreign intelligence from communications and information systems and providing it to customers across the U.S. government, such as senior civilian and military officials. This information is used to help protect our troops, support our allies, fight terrorism, combat international crime and narcotics, support diplomatic negotiations, and advance many other important national objectives.

    C3.7.6.2. NSA is required to conduct a foreign disclosure review on all LOAs that include SIGINT. NSA must provide an Approval to Sell letter before SIGINT equipment and services can be offered on a LOA.

  3. In Table C11.T6. EDA Legislation Summary, delete the line referring 10 U.S.C. 2562, which has been repealed.
