Revised Note Usage Instructions for Enhanced End-Use Monitoring Notes in Chapter 5, Table C5.T5. of the Security Assistance Management Manual (SAMM), DSCA Policy 10-47 [SAMM E-Change 166]
This memorandum updates Chapter 5, Table C5.T5., of the SAMM by revising the note usage sections of a number of Enhanced End-Use Monitoring (EEUM) notes. An instruction is added to require addition of the note to Amendments, even when no additional EEUM items are being added to the case, if the version of the note on the case varies from the current approved version of the note. The change is necessary to ensure that the purchaser is using the most up-to-date version of U.S. physical security and accountability standards. It is effective immediately.
On rare occasions, EEUM notes may be also added to cases by amendment when EEUM items have been delivered under a Letter of Offer and Acceptance (LOA) that does not contain the security note, such as may be the case for LOAs that predate establishment of the EEUM requirement.
Chapter 5 of the SAMM is updated as attached. This change will be included in the automated version of the SAMM found on the DSCA Web Page, www.dsca.mil, as SAMM E-Change 166.
