Amendment to Leases (DSCA 06-44) [SAMM E-Change 65]
Effective immediately, in Chapter 11 of the Security Assistance Management Manual (SAMM) Figure C11.F12. Sample Lease and Figure C11.F18. Sample Lease Amendment are updated as shown in the Attachment to include detailed instructions to the lessee government on how to deposit funds.
The Defense Security Assistance Management System (DSAMS) will be updated to reflect the changes in the Attachment as soon as possible. Until such time as that change is effected, Implementing Agencies will include the following language as the next to last general provision added on each lease:
Signed Copy Distribution. Upon acceptance, the Lessee Government should return one signed copy of this lease to Defense Finance and Accounting Service - Denver, ATTN: DFAS-JY/DE, 6760 E. Irvington Place, Denver, CO 80279-2000. Simultaneously, wire transfer of the initial deposit or amount due with acceptance of this lease document (if required) should be made to ABA# 021030004, U.S. Treasury NYC, Agency Location Code: 00003801, Beneficiary: DFAS-JY/DE Agency, showing "Payment from [insert Lessee Government name] for [insert Lease Designator]", or check for the initial deposit, made payable to the US Treasury, mailed to DFAS-JDT/DE, P.O. Box 173659, Denver, CO 80217-3659, showing "Payment from [insert Lessee Government name] for [Insert Lease Designator]." Wire transfer is preferred.
This change will be included in the automated version of the SAMM found on the DSCA Web Page as SAMM E-Change 65.
