Recent world events, like the attempted shoot down of the Israeli aircraft in Kenya, the Global War on Terrorism, and 9-11 have dictated that the United States take the lead in addressing the proliferation of MANPADS. By direction of the NSC, the USG has made it a priority to adopt strict, global controls of MANPADS and its essential components, with the goals of strengthening controls in producer countrie5:, and greatly reducing the potential for unauthorized or unfavorable retransfer and misuse.
The referenced DSCA message lessened the annual Stinger annual inventory of 100 percent of Stinger missile stocks, in foreign countries to an annual inventory of five percent. DSCA has reviewed its current Stinger/MANPADS Guidance and has determined that the current requirement for the annual inventory of Stinger missiles stocks needs to return to the standard of 100 percent annually. This memorandum changes our policy accordingly and provides clarification on inventory reporting procedures and format.
The attached SAMM Change is effective immediately and replaces paragraph 20301.K of the SAMM (E-Change 45). If you have any questions regarding this matter, please contact:

Paragraph 20301.K is deleted in its entirety and is replaced as follows:
K. Stinger/Man Portable Air Defense System (MANPADS). Any transfer of Stinger/MANPADS must include the security requirements notes shown in paragraph 70105.L.9. The Implementing Agency will also ensure any foreign production agreements incorporate these requirements. The following procedures apply when (1) an LOA for the purchase of a MANPADS is accepted, (2) co-production arrangements are implemented, or (3) MANPADS are provided under the drawdown authority of FAA, section 506(a). (See section 1102 for more information on drawdowns.)
- The U.S. Army will provide a copy of the transfer authority document to the in-country SAO.
- U.S. Army personnel will inspect the physical security arrangements prior to the delivery of the first shipment of Stinger/MANPADS to ensure that security meets U.S. requirements as stipulated in the transfer agreements.
- The U.S. Army will notify the SAO when delivery of the missiles is to begin, including serial numbers for each increment of missiles and grip stocks or other essential components.
- The SAO will arrange with the recipient to verify receipt in country of the missiles, grip stocks, and other essential components, by serial number, except for missile systems deployed to hostile areas. The recipient and an USG representative will verify receipt to their Combatant Command Headquarters and the U.S. Army. This inventory serves as further confirmation of the recipients' capabilities to secure and account for the Stinger/MANPADS and essential components. It occurs after initial shipments of missiles and/or grip stocks are placed in long-term storage or with operating forces. This inspection/inventory shall be completed not later than thirty days following receipt of the first missile in country, or the return of previously exempted missiles from the hostile area.
- Except for missiles deployed to hostile areas, the SAO will physically inventory 100 percent of in-country Stinger missiles, grip stocks and other essential components annually. The inventory must include review of the recipient's records of monthly two-man verifications as required by the Stinger/MANPADS LOA or other arms transfer document note. Unless problems indicate the necessity for such action, the manufacture sealed missile and weapon round containers should not be opened during the inventory. Inventory results (initial and annual reports) are provided to the respective Combatant Command Headquarters and U.S. Army.
- The Combatant Commands will ensure that the SAO establish procedures that facilitate the purchaser to be able to report within 5 days any instances of compromise, unauthorized use, loss or theft of Stinger/MANPADS materiel or related information. Reportable instances will be investigated, and proposed corrective measures developed to ensure that there is not a recurrence. Within 15 days of the completed investigation, the SAO will forward these investigative results and proposed corrective action to their Combatant Command Headquarters, DSCA (Policy, Plans and Programs Directorate) and U.S. Army.
- The Combatant Commander and/or Director, DSCA may determine, based on assessment of the threat to security in the area, or other compelling reasons, that other special actions are necessary for either an additional inventory or less than 100 percent inventory. If this determination is made, the Combatant Commander or Director, DSCA will notify each other's respective Headquarters in writing at the General Officer/Flag/SES level.
- By 1 December of each year, the Combatant Command Headquarters will consolidate and provide an inventory report of Stinger missiles and essential components within their Area of Responsibility to DSCA (Policy, Plans and Programs Directorate). Additionally, by 1 December of each year, the U.S. Army will provide a report of Stinger missile deliveries, by quantities and source to DSCA (Policy, Plans and Programs Directorate) and the applicable Combatant Command Headquarters.
- The Combatant Commands' annual inventory report will indicate by country, transfer source (i.e., FMS; FAA, section 506(a); Stinger production group and other foreign production programs), the date of the completed inventories, projected inventory dates, resources expended for compliance, i.e., man hours and travel cost, quantity of missiles and grip stocks on hand, and expended missiles and grip stocks during the reporting period and how they were expended.
- The Army's reported data will include the quantities of missiles and gr ip stocks from each source (i.e., FMS; FAA, section 506(a); Stinger production group and other foreign production programs) delivered to each recipient during that year. As requested, the U.S. Army should provide advice and other technical support to assist SAOs in missile inventories or other accountability measures.
