Effective immediately, this memorandum incorporates E-Change 574 into the Security Assistance Management Manual (SAMM) by updating the Enhanced End Use Monitoring (EEUM) designated Security Risk Category-III (SRC-III) physical security and accountability notes in Appendix 6 of the SAMM.

Pursuant to references (a) and (b), defense articles exported through Foreign Military Sales (FMS) channels or furnished on a grant basis to foreign partners and international organizations must receive substantially the same degree of security protection as the United States provides. Reference (c) establishes the physical security requirements for such defense articles. The physical security and accountability notes in the SAMM (d) are being updated to be fully consistent with the requirements set forth in reference (c) and so that foreign partners understand procedures to properly protect and provide physical security of defense articles.
