June 07, 2023	DSCA Policy Memo 23-12, Title 10 Building Partner Capacity Case-Related Manpower and Funding Source Matrix has been posted. This memorandum provides clarifying guidance for Title 10 (T10) Building Partnership Capacity (BPC) case-related manpower activities and their proper funding source. This policy is in direct response to referenced policy memorandum which articulated FMS Administrative funds are no longer authorized for T10 BPC programs. Implementing Agencies (IAs) are directed to follow the guidance in this policy when determining the funding source for T10 BPC case-related manpower activities. This memo updates Chapter 5, Chapter 9, and Chapter 15. Table C9.T2. has been renamed to Table C9.T2a. Foreign Military Sales Case-Related Manpower Functions and Funding Source Matrix and Table C9.T2b. T10 BPC Case-Related Manpower Functions and Funding Source Matrix has been added to Chapter 9.
