Defense Security Cooperation Policy Memorandum 24-52, Assignment of Program Code "HE" to track Fiscal Year 2024/2025 Funding for Global Peacekeeping Operations [SAMM E-Change 701]

Program code "HE" is assigned to track FY 2024/2025 funds for Global Peacekeeping Operations (PKO) appropriated in the Department of State, Foreign Operations, and Related Program Appropriations Act (Division F, P.L. 118-147). PKO activities are authorized under section 551 of the Foreign Assistance Act, as amended (22 U.S.C. Section 2348). The policy in the attachment is incorporated into the DSCA SAMM at https://samm.dsca.mil.

Instructions for preparation of "HE" Letter of Offer and Acceptance (LOA) documents are found in the SAMM, Table C15.T5. Standard notes applicable to Building Partner Capacity (BPC) programs are found in the SAMM, Appendix 6, LOA Notes Listing. Funding associated with "HE" LOAs will be fully expended, and cases will be reconciled and closed two months before the funds cancellation date.
