Defense Security Cooperation Policy Memorandum 26-53, Assignment of Semi-Permanent Program Code "WE" for the Ukraine Security Assistance Initiative - Prioritized Ukraine Requirements List, to Track Three-Year Funding Beginning in Fiscal Year 2026 to Support the Building Partner Capacity Long Term Solution [SAMM E-Change 829]
The semi-permanent program code "WE" is assigned to track foreign government and international organization (partner) contributions accepted under the Ukraine Security Assistance Initiative (USAI) - Prioritized Ukraine Requirements List (PURL). Section 8106 of the Consolidated Appropriations Act, 2026 (P.L. 119-75) provides the Secretary of Defense with the authority to accept and retain contributions to carry out USAI assistance as authorized by Section 1250 of the National Defense Authorization Act for Fiscal Year 2016 (P.L. 114-92) and most recent amendment through Section 1243 of the National Defense Authorization Act for Fiscal Year 2026 (P.L. 119-60). Monetary contributions accepted under the authority of Section 8106 have a three-year period of availability for new obligations and may use Cross Fiscal Year Authority (see Section AP8.USAI.2.6.2.). The semi-permanent program code follows Building Partner Capacity (BPC) Long Term Solution procedures. The Table C4.T2A. entry for "WD" is also updated to indicate the tracking of two-year funding. The policy in the attachment is incorporated into the DSCA Security Assistance Management Manual (SAMM) at https://samm.dsca.mil.
Instructions for preparation of "WE" Letter of Offer and Acceptance (LOA) documents are located in the SAMM, Chapter 15. Standard notes applicable to BPC programs are found in the SAMM, Appendix 6, LOA Notes Listing.
