Defense Security Cooperation Agency Policy Memorandum 26-27, Allowable Item Changes on Case Modifications [SAMM E-Change 816]

Effective immediately, this memorandum updates policy to allow items to be updated on a Letter of Offer and Acceptance (LOA) Modification when there is no change in scope with the defense article or service, including no change in the capability and classification. Updates to SAMM Table C6.T7. "Modification for FMS Cases" in the attachment clarify which changes are allowed. The policy in the attachment is incorporated into the DSCA Security Assistance Management Manual (SAMM) at https://samm.dsca.mil.

6	Making the following updates when there is no change in scope with the defense article or service, including no change in the capability and classification: Adjusting a Line Description (e.g. editing item's nomenclature or text describing the item and/or its capability with no change in scope). Adjusting a Line Description note (e.g. editing item's nomenclature or text describing the item and/or its capability with no change in scope). (In DSAMS, the Line Description note is the title and body of note within the "Case Line Item Note.") Any proposed changes to notes on Enhanced End Use Monitoring must be coordinated with DSCA (IOPS/GEX/EUM) prior to submitting the case to DSCA (IOPS/GEX/CWD). Replacing an inactive non-SME MASL with an active non-SME MASL. SME or MDE MASLs, whether inactive or active, cannot be replaced using a Modification.
