  • DSCA Policy Memo 26-33 Guidance on Pre-Letter of Request Activities has been posted.

    This memorandum updates the Security Assistance Management Manual (SAMM) to provide guidance to the Security Cooperation community on pre-Letter of Request (LOR) activities for Foreign Military Sales (FMS).

    This memo:

    • Adds Section C5.1 Pre-Letter of Request Activities (and subsections and figures) to Chapter 5.
    • Renumbers remaining sections in Chapter 5.
    • Renumbers tables and figures in Chapter 5 in order of appearance.
    • Updates referring links to Chapter 5 sections/tables/figures throughout the SAMM.

    Note: SPP/EPA will be working to update and verify internal SAMM links to Chapter 5. Until updated, some existing links may errantly refer to incorrect Sections/Tables/Figures.
