Defense Security Cooperation Agency Policy Memorandum 26-72, Chapter 8 End Use Monitoring Administrative and Clarification Updates [SAMM E-Change 842]

This memorandum provides administrative and clarification updates to Chapter 8, End-Use Monitoring (EUM), of the Security Assistance Management Manual (SAMM). It closes several administrative DoW and Government Accountability Office (GAO) audit recommendations by refining current language for clarity. Additionally, this update provides administrative updates to align with Policy Memo 26-79, which incorporated the "Enhanced EUM Criteria" requirements from Executive Order (E.O.) 14028 "Improving the Nation's Cybersecurity."

This memorandum does not contain contextual policy changes. The policy in the attachment is incorporated into the DSCA SAMM at https://samm.dsca.mil.
