Contract Administrative Services (CAS) Waiver for the Government of Australia (DSCA 13-17 [SAMM E- Change 223]

Annex I "Regarding Reciprocal Government Quality Assurance Services," to the April 19, 1995 Memorandum of Agreement between the Government of Australia and the Government of the United States of America, entered into effect on April 11, 2013. The Annex, which was entered into pursuant to the authority provided in section 21(h) of the Arms Export Control Act (22 U.S.C. 2761(h)), provides that charges for Government Quality Assurance (GQA) services provided on new Foreign Military Sales cases will be provided on a reciprocal basis without charge. Therefore, the Quality Assurance (QA) surcharges for all new Foreign Military Sales (FMS) cases implemented for the purchaser on or after April 11, 2013 are to be waived.

Request the Defense Finance and Accounting Service properly code all Government of Australia FMS cases implemented on or after April 11, 2013 to exclude the calculation of the QA surcharge. In addition, request Implementing Agencies take appropriate action to ensure all FMS cases implemented on or after April 11, 2013 are priced to reflect the waiver of the QA surcharge.

Effective immediately DoD 5105.38-M, the Security Assistance Management Manual (SAMM), Table (C9.T5) is updated to include the following entry:
