SUBJECT :

Special Billing Arrangements (DSCA 01-18)

The DD Form 645, "Foreign Military Sales Billing Statement," and Defense Security Cooperation Agency (DSCA) special billing arrangements (SBA) represent official claims for payments by the U.S. Government. The DD Form 645 is issued by DFAS based on input provided by the U.S. Military Departments and FMS customer collection data recorded by DFAS. SBAs are agreements between various foreign customers and DSCA on amounts that the foreign customer will pay in lieu of amounts reflected on the DD Form 645. In the past the various SBAs have been generated and issued by both DFAS and DSCA. Starting with the September 2001 billing cycle, all SBAs will be generated and issued by DSCA. DFAS will continue to perform the quarterly DD Form 645 billing function.

To assist in this transfer it is requested that DFAS files pertaining to generation of prior SBAs be provided to the DSCA-DLO by July 31, 2001.
