  1. DSCA POLICY FOR PROCUREMENT OF VEHICLES IS STATED IN PARAGRAPH 3-7, REF A: SAO ADMINISTRATIVE FUNDS WILL NOT BE USED TO FINANCE THE PURCHASE, SALE, LONG-TERM LEASE, EXCHANGE, OR GUARANTEE OF A SALE OF MOTOR VEHICLES UNLESS THESE MOTOR VEHICLES ARE MANUFACTURED IN THE UNITED STATES. REQUESTS FOR EXCEPTIONS TO THIS POLICY SHOULD BE SUBMITTED THROUGH THE COMBATANT COMMAND TO DSCA.
  2. THE DIRECTOR, DSCA, HAS BEEN DELEGATED THE AUTHORITY TO APPROVE EXCEPTIONS TO THIS POLICY WHERE SPECIAL CIRCUMSTANCES EXIST. THIS MESSAGE CLARIFIES THE SPECIAL CIRCUMSTANCES TO BE CONSIDERED AS JUSTIFICATION FOR AN EXCEPTION AND ALIGNS DSCA POLICY ON VEHICLE PROCUREMENT WITH THAT OF THE DEPARTMENT OF STATE (REF B, 6 FAM 228.9).
  3. SAO REQUESTS FOR EXCEPTION TO THE POLICY IN REF A MAY BE JUSTIFIED IN THE FOLLOWING CIRCUMSTANCES:
    1. SPECIAL REQUIREMENTS EXIST WHICH CANNOT BE MET WITH A VEHICLE MANUFACTURED IN THE UNITED STATES, E.G., RIGHT-HAND-DRIVE VEHICLES.
    2. THE TOTAL COST OF ACQUISITION AND LIFE CYCLE EXPENSES OF NON-U.S.-MANUFACTURED VEHICLES IS AT LEAST ONE-THIRD LESS THAN THAT OF U.S.-MANUFACTURED VEHICLES DUE TO THE AVAILABILITY OF PARTS AND SERVICE, SUITABILITY TO LOCAL CONDITIONS, AND MORE EFFICIENT FLEET OPERATIONS.
    3. DUE TO LOCAL CONDITIONS, A NON-U.S.-MANUFACTURED VEHICLE IS REQUIRED FOR SECURITY OR OTHER OPERATIONAL NEEDS. JUSTIFICATION TO PROCURE A VEHICLE UNDER THIS PROVISION MUST INCLUDE A STATEMENT THAT THE EMBASSY'S REGIONAL SECURITY OFFICER CONCURS.
  4. SAO REQUESTS FOR EXCEPTION MAY BE SUBMITTED IN MESSAGE OR MEMORANDUM FORMAT THROUGH THE COMBATANT COMMAND TO THE DIRECTOR, DSCA, FOR APPROVAL WITH JUSTIFICATION BASED ON ONE OR MORE OF THE SPECIAL CIRCUMSTANCES IN PARAGRAPH 3 ABOVE.
  5. THIS POLICY PERTAINS ONLY TO SAO VEHICLES PROCURED WITH SECURITY ASSISTANCE (T-20) FUNDS.
