Interim Policy for Deployment of Expeditionary Requirements Generation Teams (ERGT) to Augment Geographic Combatant Command (GCC) Staff and Security Cooperation Organizations (SCO), DSCA Policy 11-18
Successfully developing partner nation capabilities involves defining requirements and then planning, assembling, and synchronizing a wide spectrum of cooperation programs and activities. Security cooperation planning must also take into account such factors as alternative sourcing solutions, technology security and foreign disclosure, production schedules, availability of forces and funding, and long-term sustainment. The increased planning and coordination of responsibilities that accompany capability-building efforts, or a lack of experience with the equipment and training being delivered, can make it difficult for SCOs to adequately address requirements. This can result in delayed or inadequately developed partner nation capabilities and the neglect of long-term sustainment issues. The Defense Security Cooperation Agency (DSCA) is therefore prepared to organize and deploy ERGTs to augment GCC staffs and SCOs with security cooperation expertise in support of planning and execution of capability-building efforts.
Upon receiving a GCC request for an ERGT, DSCA will coordinate with the requesting GCC, appropriate military departments, DoD agencies, and Interagency stakeholders and then organize and deploy ERGTs to support and augment GCC staffs and SCOs on a temporary, as-needed, basis. Though ERGTs may be formed to meet a wide spectrum of GCC and SCO needs, ERGT focus areas will be on assisting SCO with partner nation requirements definition and developing solutions and options through comprehensive "Capability Package Planning".
Team size and composition will be based on the situation and objectives described by the GCC in the request for ERGT support. DSCA will fund the initial two ERGT pilots for which DSCA has both the authority and available funding to support the requirement. Subsequent ERGTs will be funded by the applicable agency.
A detailed description of ERGT request procedures and team formation and deployment processes will be published in a follow-on Policy Directive. In the interim, inquiries about ERGT and requests for ERGT support should be routed to the DSCA Principal Director for Security Cooperation Operations.
