Assignment of Program Code "Q4" to track Fiscal Year (FY) 2014 Funds Provided for Global Peacekeeping Operations Initiative (GPOI), DSCA Policy 14-06, [SAMM E-Change 248]

Effective immediately, Program Code "Q4" is assigned to track and execute FY14 funds provided for GPOI. The management and execution of these programs will comply with guidance provided in the Security Assistance Management Manual (SAMM), Chapter 15.

The SAMM Table C4.T2, Country and International Organization Codes and FMS Eligibility, is updated as follows:

Appropriations available for Q4 Letters of Offer and Acceptance (LOAs) are recorded in the SAMM, Table C15.T2. The Appropriation Authority column will be cited on each Q4 LOA in the Funds Expiration, Purpose, Availability, and Amount note. FY14 funds expire for new obligations in compliance with the terms of the appropriation authority. All projects must be completed before the funds' cancellation date.
