Assignment of Program Code "J8" to track Fiscal Year (FY) 2015 Funds Provided for the Afghanistan Security Forces Fund (ASFF), DSCA Policy 15-02 [SAMM E-Change 264]

Effective immediately, Program Code "J8" is assigned to track FY15 ASFF funds provided for Afghanistan National Security Forces. Division C of the Consolidated and Further Continuing Appropriations Act, 2015 provides funding for this authority through September 30, 2016. Management and execution of FY15 ASFF (J8) programs will comply with guidance provided in the Security Assistance Management Manual (SAMM), Chapter 15.

Instructions for preparation of J8 LOA documents are found in the SAMM, Table C15.T5. Standard notes applicable to BPC programs are found in the SAMM, Appendix 6, LOA Notes Listing. Funding associated with J8 LOAs will be fully expended and J8 cases will be reconciled and closed two months before the funds cancellation date.
