Assignment of Program Code "P5" to track Fiscal Year (FY) 2015 Funds Provided for the European Reassurance Initiative (ERI) Program, DSCA Policy 15-07 [SAMM E-Change 269]

Effective immediately, Program Code "P5" is assigned to track FY15 the European Reassurance Initiative (ERI) funds provided to support to the Governments of Ukraine, Estonia, Lithuania and Latvia, preposition additional equipment and initiate additional or extend deployments in the approved countries and adjacent waters. Division C of the Consolidated and Further Continuing Appropriations Act, 2015 provides funding for this authority through September 30, 2015. Management and execution of the FY15 ERI (P5) programs will comply with guidance provided in the Security Assistance Management Manual (SAMM), Chapter 15.

Instructions for preparation of P5 LOA documents are found in the SAMM, Table C15.T5. Standard notes applicable to BPC programs are found in the SAMM, Appendix 6, LOA Notes Listing. Funding associated with P5 LOAs will be fully expended, and P5 cases will be reconciled and closed as soon as possible, but no later than two months before the funds cancellation date.
