Clarification to Standardize use of the Months of Service (MOS) Fields on a Building Partnership Capacity (BPC) Letter of Offer and Agreement (LOA) Document, DSCA Policy 15-45

The previous clarification to policy 13-41 addressed the relationship between the Months Of Service (MOS) field and the payment schedule. This policy stated that the "MOS" field on the LOA indicates to the purchaser when they are projected to receive their defense articles or services. For BPC cases, the purchaser is the US Government. Therefore, the date(s) listed in the MOS field represent the dates the article or service will be provided to the US Government. The dates that the defense articles and services will be delivered to the benefiting country on a BPC LOA should be captured in a note.

This policy is effective immediately. However, any LOAs currently in development will not need to be returned to writing status in order to comply with this policy.
