Contract Administrative Services (CAS) Waiver for the Government of Romania (DSCA 16-02) [SAMM E- Change 289]
A Memorandum of Agreement (MOA) between the Government of the United States and the Government of Romania Regarding Reciprocal Government Quality Assurance Services was signed December 1, 2015, entered into force on December 1, 2015. The MOA states that charges for Government Quality Assurance services provided on Foreign Military Sales cases will be waived. Therefore, the Quality Assurance (QA) surcharges for all new Foreign Military Sales (FMS) cases implemented for the purchaser on or after December 1, 2015 are to be waived.
Request the Defense Finance and Accounting Service properly code all Government of Romania FMS cases implemented on or after December 1, 2015 to exclude the calculation of the QA surcharge. In addition, request Implementing Agencies take appropriate action to ensure all new FMS cases implemented on or after December 1, 2015 are priced to reflect the waiver of the QA surcharge.
Effective immediately DSCAM 5105.38-M, the Security Assistance Management Manual (SAMM), Table C9.T5. is updated to include the following entry:
