Assignment of Program Code "U6" to track Fiscal Year (FY) 2016 Funds Provided for Counterterrorism Partnerships Fund (CTPF) executed pursuant to Section 2282 in FY 2016, DSCA Policy 16-20 [SAMM E-Change 306]
Effective immediately, Program Code "U6" is assigned to track FY 2016 CTPF funds provided by Division C of the Consolidated and Further Continuing Appropriations Act, 2016 and to be executed under the authority of 10 U.S.C. Section 2282. By electing to execute the CTPF funds pursuant to Section 2282, the funds take on the characteristics of the Section 2282 program authority and thus, are available for obligation only until September 30, 2016. Management and execution of FY 2016 CTPF funds executed under FY 2016 (U6) programs will comply with guidance provided in the Security Assistance Management Manual (SAMM), Chapter 15.
The SAMM Table C4.T2, Country and International Organization Codes and FMS Eligibility, is updated as follows:

The appropriation available for U6 Letters of Offer and Acceptance (LOAs) is recorded in the SAMM, Table C15.T2., Appropriation Authority column, and shall be cited on each U6 LOA in the Funds Expiration, Purpose, Availability, and Amount note.

Instructions for preparation of U6 LOA documents are found in the SAMM, Table C15.3. Standard notes applicable to BPC programs are found in the SAMM, Appendix 6, LOA Notes Listing. Funding associated with U6 LOAs will be fully expended and U6 cases will be reconciled and closed as soon as possible, but no later than two months before the funds cancellation date.
