Assignment of Program Code "Z6" to track Fiscal Year (FY) 2017 Funds Provided for the Iraq Train and Equip Fund (ITEF) Program, Defense Security Cooperation Agency (DSCA) Policy 17-13 [SAMM E-Change 350]
Effective immediately, Program Code "Z6" is assigned to track FY 2017 Overseas Contingency Operations (OCO) funds provided to conduct or support a program or programs under the Iraq Train and Equip Fund (ITEF). Section 1222 of the National Defense Authorization Act for FY 2017 extends the authority to provide assistance to counter the Islamic state of Iraq and the Levant until December 31, 2018. Title I of the Security Assistance Appropriations Act, 2017 (Division B of Public Law 114-254), appropriates $289.5 million for ITEF and these funds are available for obligation until September 30, 2018. ITEF funding should be used to provide sustainment assistance to the Peshmerga, including stipends, food, fuel, ammunition, medical supplies, training, equipment, and other sustainment, as described in the amended FY 2017 ITEF budget justification book. All implemented cases, to include case notes, will also need to be modified prior to case closure to reflect the appropriate public laws. Management and execution of FY 2017 (Z6) programs will comply with guidance provided in the Security Assistance Management Manual (SAMM), Chapter 15.

The appropriation available for Z6 Letters of Offer and Acceptance (LOAs) is recorded in the SAMM, Table C15.T2, Appropriation Authority column, and shall be cited on each Z6 LOA in the Funds Expiration, Purpose, Availability, and Amount note.

Instructions for preparation of Z6 LOA documents are found in the SAMM, Table C15.3. Standard notes applicable to BPC programs are found in the SAMM, Appendix 6, LOA Notes Listing. Funding associated with Z6 LOAs will be fully expended and Z6 cases will be reconciled and closed as soon as possible, but no later than two months before the funds cancellation date.
