Assignment of Program Code "Z7" to track Fiscal Year (FY) 2017/2018 Funds Provided for Security Cooperation Overseas Contingency Operations, Defense Security Cooperation Agency (DSCA) Policy 17-17 [SAMM E-Change 353]

Effective immediately, Program Code "Z7" is assigned to track the FY 2017/18 Security Cooperation Overseas Contingency Operations (SC OCO) funds used to support a program or programs executed under the section 2282 authority. The two year SC OCO funds are provided by Division C of the Consolidated Appropriations Act, 2017 (P.L. 115-31) but are only available for obligation until September 25, 2017 when the section 2282 authority concludes. Management and execution of FY 2017 (Z7) programs will comply with guidance provided in the Security Assistance Management Manual (SAMM), Chapter 15.

The appropriation available for Z7 Letters of Offer and Acceptance (LOAs) is recorded in the SAMM, Table C15.T2, Appropriation Authority column, and shall be cited on each Z7 LOA in the Funds Expiration, Purpose, Availability, and Amount note.

Instructions for preparation of Z7 LOA documents are found in the SAMM, Table C15.3. Standard notes applicable to BPC programs are found in the SAMM, Appendix 6, LOA Notes Listing. Funding associated with Z7 LOAs will be fully expended and Z7 cases will be reconciled and closed as soon as possible, but no later than two months before the funds cancellation date.
