Assignment of Program Codes "QH" to track Fiscal Year (FY) 2019/2020 Counter-ISIL Train and Equip Fund (CTEF) Programs in Syria and "QI" to track FY 2019/2020 CTEF Programs for Iraq, DSCA Policy DSCA 18-67, [SAMM E-Change 415]
Effective immediately, Program Code "QH" is assigned to track Fiscal Year (FY) 2019/2020 funds appropriated for the Counter-ISIL Train and Equip Fund (CTEF) program in Syria and "QI" is assigned to track FY 2019/2020 funds appropriated for the CTEF program for Iraq. Funds are provided under Division A of the Department of Defense and Labor, Health and Human Services, and Education Appropriations Act, 2019 and Continuing Appropriations Act for Fiscal Year 2019 (P.L. 115-245) and will remain available for obligation until September 30, 2020. Management and execution of FY 2019/2020 "QH" and "QI" programs must comply with guidance provided in the Security Assistance Management Manual (SAMM), Chapter 15.
The SAMM Table C4.T2B, Security Cooperation (SC) Customer and Regional Codes and FMS Eligibility, is updated as follows:

The appropriation available for "QH" and "QI" Letters of Offer and Acceptance (LOAs) is recorded in the SAMM, Table C15.T2, Appropriation Authority column, and must be cited on each QI and QH LOAs in the Funds Expiration, Purpose, Availability, and Amount note.

Instructions for preparation of "QH" and "QI" LOA documents are found in the SAMM, Table C15.5. Funding associated with "QH" and "QI" LOAs will be fully expended and "QH" and "QI" cases will be reconciled and closed as soon as possible, but no later than two months before the funds cancellation date.
