Assignment of Program Code "QJ" to track Fiscal Year (FY) 2019/2020 Coalition Readiness Support Program (CRSP), DSCA Policy DSCA 19-02 and E-Change 417

Effective immediately, Program Code "QJ" is assigned to track FY 2019/2020 Operation and Maintenance, Defense-wide funds appropriated under the Coalition Support Fund (CSF) and designated for the CRSP. CRSP is funded by CSF, appropriated in the Department of Defense and Labor, Health and Human Services, and Education Appropriations Act, 2019 (Division A of P.L. 115-245). CRSP funds will remain available for obligation until September 30, 2020. Activities under CRSP are authorized by Section 1233 of the FY 2008 National Defense Authorization Act (NDAA) (P.L. 110-181), as amended most recently by Section 1225 of the FY 2019 NDAA (P.L. 115-232). Management and execution of FY 2019/2020 "QJ" programs must comply with guidance provided in the Security Assistance Management Manual (SAMM), Chapter 15.

The SAMM Table C4.T2B, Security Cooperation (SC) Customer and Regional Codes and FMS Eligibility, is updated as follows:

The appropriation available for "QJ" Letters of Offer and Acceptance (LOAs) is recorded in the SAMM, Table C15.T2, Appropriation Authority column, and must be cited on each "QJ" LOA in the Funds Expiration, Purpose, Availability, and Amount note.

Instructions for preparation of "QJ" LOA documents are found in the SAMM, Table C15.5. Funding associated with "QJ" LOAs will be fully expended and "QJ" cases will be reconciled and closed as soon as possible, but no later than two months before the funds cancellation date.
