Assignment of Program Code "7G" to track Fiscal Year (FY) 2020 Operation and Maintenance (O&M) Funds, Program Code "7K" to track FY 2020/2021 O&M Funds, and Program Code "DB" to track FY 2020/2021 Security Cooperation (SC) Overseas Contingency Operations (OCO) funds executed pursuant to the Section 333 Build the Capacity of Foreign Security Forces Program, DSCA Policy 19-45 [SAMM E-Change 448]

Effective immediately, the following program codes are assigned to track funds executed in FY 2020 under the authority provide in Section 333 of Title 10, United States Code:

• "7G" is assigned to track FY 2020 base O&M
  • Available for new obligations until November 21, 2019
• "7K" is assigned to track FY 2020/2021 base O&M
  • Available for new obligations until November 21, 2019
• "DB" is assigned to track FY 2020/2021 SC OCO
  • Available for new obligations until November 21, 2019

Funds are provided under Division A of the Continuing Appropriations, 2020 and Health Extenders Act of 2019 (P.L. 116-59) and will remain available until November 21, 2019.

Once the National Defense Authorization Act (NDAA) 2020 and the full-year appropriation bill are issued, the instructions for preparing "7G", 7K" and "DB" cases and Letter of Offer and Acceptance (LOA) notes and the Security Assistance Management Manual (SAMM) will be revised to cite the appropriate public laws. All implemented cases should be modified prior to case closure to reflect the 2020 NDAA authorization legislation and the full-year appropriations legislation. Management and execution of FY 2020 Section 333 programs (7G, 7K and DB) will comply with guidance provided in the SAMM, Chapter 15.

Instructions for preparation of "7G", "7K" and "DB" LOA documents are found in the SAMM, Table C15.T5. Attached is the "Section 333 Availability of Funds Across Fiscal Years" case note and updated language for the "Associated Letters of Offer and Acceptance" that have been added to the SAMM, Appendix 6, LOA Notes Listing. Funding associated with "7G", "7K" and "DB" LOAs will be fully expended and "7G", "7K and "DB" cases will be reconciled and closed as soon as possible, but no later than two months before the funds cancellation date.
