Assignment of Program Code "CK" to track Fiscal Year (FY) 2020/2021 Counter-ISIL Train and Equip Fund (CTEF) Programs for Iraq and Program Code "CL" to track FY 2020/2021 CTEF Programs in Syria, DSCA Policy DSCA 19-47 [SAMM E-Change 450]

Effective immediately, the following program codes are assigned to track FY 2020/2021 funds authorized under section 1236 of the National Defense Authorization Act (NDAA) for FY 2015 (Public Law (P.L. 113-291), as amended by section 1222 of the NDAA for FY 2018 (P.L. 115-91) and section 1233 of the NDAA for FY 2019 (P.L. 115-232):

• "CK" is assigned to track FY 2020/2021 CTEF programs for Iraq
  • Available for new obligations until November 21, 2019
• "CL" is assigned to track FY 2020/2021 CTEF programs in Syria
  • Available for new obligations until November 21, 2019

Funds are provided under Division A of the Continuing Appropriations, 2020, and Health Extenders Act of 2019 (P.L. 116-59).

Once the National Defense Authorization Act (NDAA) for FY 2020 and the full-year appropriation bill are issued, the instructions for preparing "CK" and "CL" cases and Letter of Offer and Acceptance (LOA) notes and the Security Assistance Management Manual (SAMM) will be revised to cite the appropriate public laws. All implemented cases should be modified prior to case closure to reflect the FY 2020 NDAA authorization legislation and the full-year appropriations legislation. Management and execution of FY 2020/2021 CTEF programs (CK and CL) will comply with guidance provided in the SAMM, Chapter 15.

The SAMM Table C15.T2, Building Partnership Capacity (BPC) Program Codes and Authorities, is updated as follows:

Instructions for preparation of "CK" and "CL" LOA documents are found in the SAMM, Table C15.T5. Funding associated with "CK" and "CL" LOAs will be fully expended and "CK" and "CL" cases will be reconciled and closed as soon as possible, but no later than two months before the funds cancellation date.
