Assignment of Program Code "EM" to track Fiscal Year (FY) 2021/2022 Overseas Contingency Operations (OCO) Funding Provided for the Afghanistan Security Forces Fund (ASFF), DSCA Policy 20-67 [SAMM E-Change 503]

Effective immediately, program code "EM" is assigned to track FY 2021/2022 OCO funds provided for the Afghanistan Security Forces Fund (ASFF). Funds were provided under Division D of the Further Consolidated Appropriations Act, 2020 (Public Law. (P.L.) 116-159) and are available for obligation until December 11, 2020.

Because this program code was created while the United States Government is operating under a Continuing Resolution (CR), this policy memo will not be rescinded if there is a new CR or a full appropriation. The "EM" program code entry in C15.T2 will be updated to reflect the current appropriation authority information and the program authority when the FY 2021 National Defense Authorization Act is enacted. The Strategic Planning and Integration division will notify the DSCA Case Writing Division (CWD) of any updates to "EM" entry in C15.T2 so CWD may update the applicable case notes.

Instructions for preparation of "EM" LOA documents are found in the SAMM, Table C15.T5. Standard notes applicable to BPC programs are found in the SAMM, Appendix 6, LOA Notes Listing. Funding associated with "EM" LOAs will be fully expended and "EM" cases will be reconciled and closed two months before the funds cancellation date.
