Security Assistance Management Manual Policy Memorandum 21-86, Assignment of Program Code "PJ" to track Fiscal Year 2022/2023 Operation and Maintenance Base Funding Provided for the Indo-Pacific Maritime Security Initiative [SAMM E-Change 560]

Effective immediately, program code "PJ" is assigned to track FY 2022/2023 Operation and Maintenance (O&M) Base funds provided to conduct or support programs utilizing the authority provided by section 1263 of the FY 2016 National Defense Authorization Act (NDAA) (Public Law (P.L.) 114-92), as amended by section 1289 of the NDAA for FY 2017 (P.L. 114-328), section 1252 of the NDAA for FY 2019 (P.L. 115-232) re-designating the authority as "the Indo-Pacific Maritime Security Initiative (MSI)"; and section 1251 of the NDAA for FY 2020 (P.L. 116-92). Funds for code "PJ" are provided under the Further Consolidated Appropriations Act, 2021 (Public Law (P.L.) 117-43). Funds are available for obligation until December 3, 2021.

This policy memo will not be rescinded if there is a new Continuing Resolution (CR) or full-year appropriations legislation. The program code entries in Cl5.T2 will be updated in the e-SAMM to reflect the appropriation authority information if there is another CR or a full-year appropriation legislation. The Office of Strategy, Plans & Policy, Execution Policy & Analysis Directorate will notify the DSCA Case Writing Division (CWD) of any updates to "PJ" entries in Cl5. T2. so CWD may update the applicable case notes.

All implemented cases must be modified prior to case closure to reflect the authorization legislation and the full-year appropriations legislation. Instructions for preparation of "PJ" LOA documents are found in the SAMM, Table C15.T5. Standard notes applicable to BPC programs are found in the SAMM, Appendix 6, LOA Notes Listing. Funding associated with "PJ" LOAs will be fully expended and cases will be reconciled and closed two months before the funds cancellation date.
