Defense Security Cooperation Agency Policy Memorandum 22-63, Interim Guidance for Program Codes "PH" and "PI" for The Philippines
Until further notice, Implementing Agencies should use the following guidance when selecting program codes "PH" or "PI" to identify Foreign Military Sales (FMS) cases for The Philippines:
Program Code "PH" should be used when developing new FMS cases funded by partner nation funds under terms of sale: Dependable Undertaking, Cash Prior to Delivery, and Cash with Acceptance. In addition, program code "PH" should be used to identify new FMS cases funded by Foreign Military Financing (FMF), or a combination of national funds and FMF funds, for Fiscal Year (FY) 2022 or later.
Program code "PI" should be used for all new FMS cases using FY 2021 or earlier FMF apportionments, new FMS cases utilizing both national funds and FY 2021 or earlier FMF apportionments, and modifications and amendments for all currently implemented "PI" cases.
