Defense Security Cooperation Agency Policy Memorandum 22-83, Assignment of Program Code "EJ" and "QY" to track Fiscal Year 2022/2023 Two-Year Overseas Contingency Operations Funding provided for Counter-ISIL Train and Equip Funding [SAMM E-Change 606]
Program code "EJ" is assigned to track Fiscal Year (FY) 2022/2023 Counter-ISIL Train and Equip Funds (CTEF) for Syria and "QY" is assigned to track FY 2022/2023 CTEF for Iraq. CTEF activities are authorized under the National Defense Authorization Act for FY 2015 ( Public Law (P.L.) 113-291), as most recently amended by the National Defense Authorization Act (NDAA) for FY 2022 ( P.L. 117-81), and are funded under Division C of the Consolidated Appropriations Act, 2022 ( P.L. 117-103). The policy in the attachment is incorporated into the DSCA Security Assistance Management Manual (SAMM) at https://samm.dsca.mil.
Instructions for preparation of "EJ" and "QY" LOA documents are found in the SAMM Table C15.T5. Standard notes applicable to BPC programs are found in the SAMM, Appendix 6, LOA Notes Listing. Funding associated with "EJ" and "QY" LOAs will be fully expended and cases will be reconciled and closed no later than two months before the funds cancellation date. See SAMM Section C15.6. for complete closure guidance.
